It is a bit tricky question! The feeling of wetness is based upon our brain's perception. It is more like how our brain "feels" or "describes" our sensory experiences to us. When we contact water - the way water touches us, moves over our skin, its viscosity, pressure and temperature - this particular "sensory experience" our brain describes/labels as "wetness".
